Download "Private Compute Services" and "Speech Recognition & Synthesis". The latter can be found on Google Play Store, but you may have to look up the former on APKMirror.
Go to Settings - System - Languages - Speech, and set "Voice input" as "Speech recognition and synthesis". Download language if necessary.
